I think its pretty clear who manipulated LHO. The CIA in cooperation w/ the FBI. But its not like these (2) entities were all involved. Its like Prouty said there's nothing on paper, no "Operation Oswald" in an official sense. The "Powers That Be" set into motion what they wanted...
