As far as I can see, of the newer types of the anti-ballistic missilies only 50% are capable to intercept and destroy incoming ICBMs. The more the opponent must believe that you are invulnerable, the more it spurs his mind how to create new vulnerability, so that his opponent in his eyes looks incap...
