CIA CODE NAME: KUBARK.“The second mission of Task Force W ran contrary to Harvey’s entire education and upbringing as an attorney and man of law. It was a special unit called ZR/RIFLE, which put the United States in the business of murder.Bissell instructed Harvey never to speak to Allen Dulles or President Eisenhower about this part of his new job. Bissell and others explained that it was essential for it to appear as if the president and even the director of central intelligence were out of the loop. Nothing about this part of the assignment should be put in writing: the less there was on paper, the less to deny if things went wrong. Despite Dulles’s desire for “deniability,” he was deeply involved with Bissell in planning the assassination capability. Harvey’s job was to prepare for “executive action,” a euphemism that came back to haunt the CIA.The roots of ZR/RIFLE went back to shortly after World War II and Frank Wisner’s Office of Policy Coordination. The OPC’S mysterious Program Branch 7 (PB – 7) was incorporated into the CIA along with the OPC. Its job, according to former CIA official E. Howard Hunt of Watergate note, was “the assassination of suspected double agents and similar low-ranking officials.”PB 7’S boss was Boris Pash, one of the more colorful figures in U.S. intelligence history. Pash – who also took credit for discovering actress Lana Turner at Schwab’s Drugstore during his Hollywood days – was the security man who haunted Dr. J. Robert Oppenheimer during the research and development of the atomic bomb. Pash also headed the first military mission into Germany to bring back the Nazi rocket program. Although Pash denied that PB – 7 ever carried out a murder, he did not deny that murder was part of its charter.Rumors about the CIA having a secret unit to kill people had circulated for years. Donald E. Denesyla, who worked in the Soviet Russia Division, recalled that while he was in training for the CIA, he and his colleagues were told “if we betrayed the Agency we would be hunted down and killed.” Denesyla said the officers running the training course “put a guy behind a screen who they described as a CIA operative who went after those who were not loyal… It was very strange. I am not certain anyone in the class really believed it.”President Eisenhower authorized the first CIA attempt on a major foreign leader’s life in April 1955. The target was Red Chinese leader Chou En-lai. The plan called for an Air India plane with Chou on board to blow up en route to a non-aligned nations conference in Bandung, Indonesia. Part of the assassination attempt worked: The freelancers employed by the CIA blew up the aircraft. Fortunately for Chou En-lai, he had switched to another flight.Undaunted by this failure, the CIA decided to try a more focused approach against Chou. A 48-hour poison developed by Dr. Sidney Gottlieb – the man who Robert Crowley thought probably produced the poison that killed James Kronthal – would be placed in his rice bowl while he was attending the Bandung conference. The poison’s delayed reaction time was just long enough for Chou to travel back to China and die there. William R. Corson, the leader of the assassination team, recalled that at the very last moment the order was rescinded. According to Corson, “It was called off in the nick of time” by General Lucien Truscott to prevent embarrassment to the president. To cover his role, Dulles sent a follow-up cable to the assassination team saying that the United States does not engage in such activity.The development of untraceable drugs to use for assassinations started in the Technical Services Division of the CIA under Archibald Roosevelt. Dr. Gottlieb worked for Roosevelt, developing everything from mind-control drugs to very efficient exotic poisons. According to the late CIA official, Miles Copeland, in 1957 Gottlieb, again with the approval of Dulles, impregnated the favorite cigarettes of Egyptian leader Gamel Abdel Nasser with yet another toxin. Nasser apparently never smoked the spiked cigarettes. Later, Bill Harvey told associates he always believed that Gottlieb (nicknamed “Dr. Death” by his colleagues) “enjoyed his work a little too much.”Harvey and a handful of his Berlin Base officers formed the core of ZR/RIFLE. The code name was a secret kept from even high-ranking colleagues. The efficiency Harvey had demonstrated when he first took over Berlin Base was back. It’s true that his drinking problem continued. It had plagued him since his early years at the FBI and CIA with his first wife, Libby; did not stop with his second wife, C.G., in Berlin; and returned with him to the States. “But hell,” as John Sherwood put it, “everyone drank in Berlin, everyone drank at headquarters. It didn’t dawn on any of us it affected our work.” Harvey set about making ZR/RIFLE secure. He ordered that all communications about “executive action” be stored in a special one-ton safe in his office. This safe was in addition to three smaller safes Harvey used for his “communications work.” The CIA was never mentioned by name in any ZR/RIFLE documents of oral communications; instead, Harvey mandated that the Agency be referred to as KUBARK. The materials from the “executive action” files released years later under the Freedom of Information Act and through the 1975 investigations by the Senate Select Committee on Intelligence are chilling in their references. They detail a side to American policy that was much like the assassinations the KGB ordered against enemies of the Soviet state. The main difference is that while the methods employed by Bogdan Stashinsky and other Soviet assassins were simple and effective, the CIA’S assassination attempts became entangled in a morass of complexity that even the most far-out fiction writer would find hard to imagine.Harvey handled the recruitment of assassins under the rubric of an operation to steal electronic secrets form other countries. The rule was that no U.S. citizens would be recruited. James Angelton also instructed Harvey never to recruit Sicilians, for fear the CIA could be blackmailed by the mafia. He recommended using Corsicns instead.As Angelton later recalled, “Bill came to me for help in obtaining phony backdated counterintelligence files to “prove” that assassins had connections to the KGB, not the CIA, if their deeds ever became public. This material would be released to friendly newspaper reporters when necessary.” Angelton said that he also urged Harvey to propose assigning “executive actions” to friendly intelligence services. “It was the only way to assure U.S. deniability… If you had to conduct something like this, all you had to do was look at the Soviet pattern. They used Bulgarians, Czechs, and East Germans for wet operations.” In particular, Angelton recommended working through the CIA in South Korea.One reason Harvey sought Angelton’s advice about assassination procedures was that Angelton ran CIA liaison with Israel. “No service was better than Mossad,” John Sherwood explained.
