DISTRICT ATTORNEY Craig WatkinsFRANK CROWLEY COURTS BUILDING 133 N INDUSTRIAL BOULEVARD, LB 19DALLAS, TEXAS 75207-4399April 4, 2008Dear Mr. Watkins,I am pleased to send you my book and the DVD of the confession of James E. Files concerning his involvement in the assassination of John F. Kennedy. If I file a lawsuit for the exhumation of the remains of John F. Kennedy with your office, are you willing to accept it? A similar suit was reportedly filed with your office in 1992 by Joe West, but he died shortly afterwards and the case died with him. I would be grateful if you could check your archives and let me know if there is a record of this. Please find some history in the attached pages. With highest regards I await your answer,Sincerely, Wim DankbaarRuysdaelweg142051 EM OverveenNetherlandsTel: (31) 23 5268730 Email :

Files.Location: Stateville Correctional Center, Joliet, Illinois.Date: 19 november 2003Interviewers: Jim Marrs (J) and Wim Dankbaar (W)Camera: Gary L. Beebe(The DVD of this interview can be purchased on the website
www.jfkmurdersolved.com)J - What is your recollection of how Joe West contacted you and what did you think of Joe West?(Wim: Joe West was the private investigator who located James Files based on a tip from FBI agent Zack Shelton. )JF - When Joe West first contacted me here at Stateville prison I was on a visit. The counselor came in the visiting room where I was at and stated that she wanted me to come out and make a phonecall. I told her : No way, I'm here 365 days a year. I'm not leaving my visit to make a phonecall. I said : Who's calling? Someone from Texas named Joe West. I do not know the party. Tell 'm I call them on my time, not their time. I'm on a visit. Don't bother me while I am on a visit. The next day they come and got me out of my cell, they took me downstairs, they got a phonecall hooked up. I call Joe West to talk to him. I told him: You have 3 minutes to convince me why I should talk to you. As Joe started talking to me, I told him: Woo, stop! You go through a lot of touchy spots, these phonecalls are all recorded. Every phonecall going in and coming out is recorded. If you want to talk to me that bad, then I suggest you come and visit me. Joe West had me put him on the visiting list. He came up to visit me. He spent two days of talking with me. The first day I wouldn't even talk to him about the Kennedy situation. We got into sports, weather, generally about prison, local things till I got comfortable with him. The next day, after I had thought it over all night, Joe West seemed like a pretty nice guy, I really liked Joe. He had a magnetism about him. The next day we sit down and got serious and then we started talking. I sit in the visiting room with Joe. They gave us a pencil and paper. I sketched the entire Dealey Plaza out for him, without any maps, without pictures, nothing present, and I explained to Joe at that time .. because Joe wanted to know where was I at. And I said: I'm going to put an X on the paper, to signify me, but this X is not in the correct spot. I said: When the time comes, then I'll put the X where it is supposed to be.W - What had you told him that Joe knew you were in Dealey Plaza?JF - Oh, I asked him. He said that someone had informed him that I was there He said he had a reliable source. And I didn't know for quite a while who that source was. It was quite some time later before I learned the fact that the FBI was aware of my presence as early as 1964. Because I never knew that anyone ever knew about me. But Zack Shelton, from what I understand, and I'm only quoting this from hearsay, that Zack was the one that stated and gave to Joe West the information on me: that I was in Dealey Plaza.J - That's my understanding. Did you ever actually confess to taking the shot to Joe West?JF - No, I never did.J - Make a statementJF - well, the whole thing is, like with Joe West .. Joe West died. He passed away, never knowing that I was one of two shooters there in Dealey Plaza that day. Joe West never knew I was on the grassy knoll.J - do you have any thoughts on his death? Do you think that was natural?JF - Joe West went in for heart surgery. And from what I was told and from what I understood, that he had come through it very well and he was on the road to recovery. But then I was informed there was complications with his medicine, he was allergic to it or had an allergy or something. But it killed him, the medication killed him. A couple of years ago, maybe a year and a half ago, I heard through the grapevine, and I won't go into the party that brought this information to me, they said that someone had tampered with Joe's medication and he had received the wrong medication. Because they wanted to silence him.J - That's (also) according to his wife .W - And why would they want to silence him?JF - We had .. I shouldn't say we, Joe West had the case in court, he wanted to exhume John F. Kennedy's body. And that's what he was fighting for. And at this point when I talked to Joe West, I explained to him that John F. Kennedy had been hit in the head with a mercury round, a special load. At this point I explained to him he can use this in the court to have the body exhumed because there would still be traces of mercury because the traces of mercury do not disappear. That will always be there. So this is what Joe West wanted to go back with, more evidence, and use this to get Kennedy's body exhumed. To look for traces of mercury.(It should be noted that James Files believes that Kennedy's body is not buried in Arlington. He overheard a conversation of CIA deputy director Theodore Shackley telling that the body had been "dumped into the sea". The day before this interview James Files pointed out to me that if the exhumed body would not contain traces of mercury, then it would not be Kennedy's body.)J - And the court had accepted his case?JF - The court had accepted his case. But with his death, the case died. August 20, 1992Dear: It was a pleasure to meet you finally. I’m looking forward to getting some of your art work and music. Before I left, I talked with the Asst. Warden and ask for the thing we talked about. Yesterday, I contacted the police station, but they did not have the brief case or its contents. However, they are going to check with another station next door to see if it might be there. Take a close look at the enclosed pictures and see if you recognize any of them. If you do, write me all the information that you know about them. What about the name Bruce Carlin ? Also, Did Johnny give an envelop or receive one ? Could that red chevy have been in Big Sandy (East Texas) in September 1965. I have also started the wheels rolling with the Federal Attorney. Thanks again for all your help and I’ll be looking forward to hearing from you. As ever, Your Friend, Joe H. West September 29, 1992Dear : The day I received your last letter was the first day of the most awful case of the flu I have ever had. Today, is one week later, and I’mjust starting to come back to the land of the living. I still have not gotten anywhere on finding the “Fireball”, but, I’m still working on it.I’m enclosing two more pictures. Nine F (9-F) is another picture of the same person that I sent you in the last letter. I am adding one more to the others I have already sent you, (10-F).I still would like to bring a Video Camera up the next time and record, for the sake of HISTORY, the things you know and can tell. We can put a blue dot over your face and obscure your voice, then on one would know who you are until we can get Immunity. We could be there Oct. 8th or 9th if your willing.I filed my lawsuit in Dallas against the Medical Examiner (92-10500-H) to Exhume and Autopsy the body of John F. Kennedy. The District Attorney’s office has answered the lawsuit and now DISCOVERY has begun. This is taking a lot of my time.Write as soon as you can and let me know if you recognize these two dudes. I’ll be watching the mailbox for your next letter. By the way… I have a Major Music Producer who wants to hear your music. Who knows, You may end up in Nashville, rather than ________!!! Your Friend, Joe H. West October 14, 1992Dear,It almost felt like Christmas when the postman brought me three letters at one time. As I get to know you better, it’s almost like you being several people rather than just one because of your poetry, music, art, comic characterizations and other abilities. The poem “Soldier Past” is a classic and certainly should be published. The song “Eight By Ten” should be Number One on the charts in Nashville. The cartoon represents every one’s secret desire and especially mine!!! The only change I would make is to make the list longer to take care of some of the bad days I have.I guess the pictures caught my attention as much as the other interesting things in the letter. Who is the other person in the picture with you? I am going to take them and have copies made today. I will send them back as soon as they are finished along with a copy for you.The Round Lake Heights Police Department is no longer cooperating in the search for the “Fireball”. They are not taking my calls anymore. They are making me write letters in any communication that I have with them. I will not let up until I find that weapon. I’m working hard on the Immunity. As you know, it’s like a miracle to get it. I spend most of my time on the Lawsuit to exhume the body of JFK. If I prevail in court, and the body can be autopsied by Forensic Pathologists, then the world will know whether the shots came from above and behind or from other directions. The Immunity will make it possible for you to come to Dallas and help solve these details.I really appreciate you being truthful about your location that day. Your letter also indicates that you were with “10-F” a little before noon as the sun was coming out. Please help as much as you can by telling me all that you can about the details of that day. I have watched every film taken that day and have also watched them in slow motion. Tell me what you think about Jackie and then I can tell you exactly what’s in the films. I did not get to make the last trip in your direction, but I hope to b coming that way soon because I’m looking forward to seeing you again…I can’t wait to hear you sing some of your song’s and to talk about things that are needed to be recorded in history. It would be VERY HELPFUL if you would give the information about the man and woman in exchange for Immunity. Write me all the details you can and this will be very helpful in encouraging the Federal Attorney to give Immunity. Please write and call as often as you can. Take good care of yourself and stay well and save. I can never thank you enough for helping me and being my friend. Your letters, homes, songs, cartoons and information are making life very interesting. I am looking forward to the future as you take a special place in HISTORY for helping the world to know the truth about November 22, 1963. Your Friend, ____________ Joe H. West October 23, 1992Dear, I just got back from getting your pictures from the photo shop and your letter was waiting for me. It’s almost like when I was a kid and I couldn’t wait for Saturday to come around to see the next series of Gene Autry or “Batman” at the movies. However, this is not fiction, and that makes your letters many times more interesting. I’m still looking forward to the next one. Is there any way for you to get a recorder and record these songs so I can hear what the tune sounds like? My curiosity is killing me. Also, it would make it possible for me to try to get them Published for you. I can already hear “Willie” singing the “OUTLAW BLUES”. This song is by for one of your best. The building you talked about in your last letter really has my attention. Who all was in there and what did each one do? Did any thing else happen that caused you to park there? Please tell me as much as you can. Also it’s very important to know where the “X” really belongs on the map. It’s like I’m down on one knee as I ask where “10-F” was? The strange thing is that I know most of the above answers, but I need you to document your answers by telling me first. You were exactly right about Jackie. She later handed the piece of brain to Dr. Pepper Jenkins at Parkland Hospital. The Lawsuit in Dallas is progressing rapidly. I’m working hard on the Immunity so that you can come to Dallas and testify freely. Your information will be very important, along with the other witnesses, to write the record of history straight. It was sad to hear of Jim Garrison’s death this week. The case I filled is only the second time in history that a case has been filed on the JFK Assassination. The Difference is that I have avoided as much publicity as possible and I am not going into court EMPTY HANDED like Jim Garrison did. By the way, his son is assisting in research on the legal team. I am enclosing the two original photos and a copy for you. Again, thanks for the photos. I’m looking forward to coming to see you as soon as I can. I’ve been delayed from traveling your way because of HEALTH reasons. I won’t bore you with the details. All of us end up with some aches and pains when you get to my age. Keep me on your visitors list and call every change you get. Keep yourself safe and may the Lord be with you until I see you again. Sincerely, ______________ Joe H. West Joe H. West, CLI7611 OlympiaHouston, Texas 77063 (713)787-5111January 1, 1993Dear, Happy New Year!!! Your letter came on Christmas Eve, but…we had a NICE and long Christmas that seem to go right up through New Year’s Eve. It’s interesting that my dentist told me a couple of months ago that I had to get my remaining teeth pulled and get a set of Dentures Immediately. So, that’s going to be on my schedule soon. I really like my card on “Thin Ice”. I have been there so many times. However, I think from here on… You and I will be standing on a “Rock” more than we ever have in all of our lives. It’s really tough to make some HARD DECISIONS like you made last year when you began to open up your life, but in the end it will cause you to be stronger mentally and emotionally. It will make you feel and experience a FREEDOM far greater than any that you have ever felt before. I think your two wonderful daughters would be very proud of you for having the COURAGE to step forward and tell the “truth, the whole truth and nothing but the truth”. If I can be of any help by writing them or talking with them, it would an honor and a privilege to help in any way. I am scheduled to be in Dallas to complete the arrangements for Immunity toward the end of the month. After that, I am planning on coming to see you and having a log talk. Then, I would like to Subpoena you to Dallas. The Dallas Court would have a Deputy bring you to Dallas for the Deposition. At that time we could arrange for you to take us on a “scene tour” of some interesting places in Dallas. It would be a pleasure for you to come to Houston when your out. I would be glad to have a “fishing buddy” and also help in any way to find you work in this area. I hope the Appeal works out soon so we can get started. My “Bike” is collecting dust and is ready to go. God bless you for being a friend, Sincerely, Joe H. West
