08.22.2010Dear JFK Murder Solved Forum Members and Readers:Army, Navy, Air Force, Marines, NASA, Coast Guard, Reserves, Special Forces, Delta Force, Navy Seals, Green Berets, Airborne, CIA, DIA, NSA, FBI, 50 State Police Departments, 50 + State SWAT Teams, etc., and a budget of at least $ 50 billion dollars a month, and we still need Blackwater a/k/a Xe ?!?I can only conclude that $ 50 billion dollars a month doesn't go as far as it used to, right ?Or are all of the above referenced agencies inept and incompetent ? Maybe they can't be trusted ?Certainly Blackwater a/k/a Xe can't be in service for illegal and unethical activities now, could it ?Let's see now, the CIA let's Obama announce that troops are leaving Iraq. Obama extends Xe's contract. 6 years of illegal activities are suddenly settled for fines only that are added to next years budget for Cost of Operations, i.e., Doing Illegal Business for the CIA, The Military Industrial Complex, and The War Profiteers. Xe goes into Iraq. Oh, I get it, it's all a big lie to "We The People..." They changed uniforms and some personnel like the NFL does every year. Got it !And certainly the fines are smoke and mirrors for "We The People..." because the fines will be added into next years Cost of Operations. I'm sure that Tom Jeffers can explain much better than I can as to how that is accomplished. Tom, help me out when you get time.Comments ?Respectfully,BB.__________________________________________________________________________________________________________________________________U.S., Blackwater reach settlement over export violationsBy the CNN Wire StaffAugust 21, 2010 2:02 p.m. EDTWashington (CNN) -- Xe, the private security firm once known as Blackwater, has reached a $42 million settlement with the U.S. State Department over alleged export violations, a State Department official said.Darby Holladay, a State Department duty officer, said the civil settlement was reached Wednesday for 288 violations between 2003 and 2009, when the company personnel were guarding U.S. staff overseas.They involve the "unauthorized export" of defense articles and services to "foreign end-users in multiple countries" and "false statements and misrepresentation or omission of material facts in information provided to the department."Also, Holladay said, there were violations "of provisos or limitations on export licenses."But the violations, he said, "did not involve sensitive technologies or cause known harm to U.S. national security."Xe is pleased with the settlement, which will allow it to continue to get government contracts.Company spokeswoman Stacy DeLuke also said the settlement "will resolve outstanding allegations, continues external compliance oversight, and continues and improves compliance measures.""Most violations occurred in training programs for U.S. or allied governments. The vast majority of the exports were eventually authorized" and that "most of these violations were committed when the company was undergoing rapid growth."She said that in reaching the resolution, "a number of significant steps" have been made "to remedy the situation," including the replacement of senior management.In October 2008, Xe established an independent committee to oversee its compliance procedures.Blackwater's actions stoked controversy in Iraq and Afghanistan. An incident involving its personnel in 2007 left 17 Iraqi civilians dead in Baghdad.Blackwater lost its contract to guard U.S. staff in Iraq there after Iraq's government refused to renew its operating license.The company changed its name to Xe, and continues to receive multimillion-dollar contracts in Afghanistan.
