I don't know but that was my thought, He was also following a woman?No way to prove it.

Is he the older man with a white hat walking with a slight limp? I don't see him being Ruby because he is older, and I don't believe Ruby would wear a light hat that is more western in nature, and maybe a fine straw. To me looks like possibly Captain Fritz.

just thought it odd that this guy and a woman are casually walking away. not in a hurry just like they do no want to be noticed. He just has the look of Ruby but maybe the hat does not fit??

I agree with you about the strange reaction of walking away. The older lady seems some what confused, but the man walks with purpose. I noted building under construction near the courthouse. I wonder if this location had been given some study. Of course the shots did not come from there, but it would have been a good area or location to control and view the operation without being noticed.
