The Central Intelligence Agency (CIA) is a civilian intelligence agency of the United States government. It is an executive agency and reports directly to the Director of National Intelligence, responsible for providing national security intelligence assessment to senior United States policymakers through means of covert psychological, cyber, and social warfare using non-military commissioned civilian Intelligence Agents to carry out these intelligence-gathering operations; many of whom are trained to avoid tactical situations. The CIA also oversees and sometimes engages in tactical and covert activities at the request of the President of the United States.[9]. Often, when such field operations are organized, the US military or other warfare tacticians carry these tactical operations out on behalf of the agency while the CIA oversees them. Although intelligence-gathering is the agency's main agenda, tactical divisions were established in the agency to carry out emergency field operations that require immediate suppression or dismantlement of a threat or weapon. The CIA is often used for intelligence-gathering instead of the U.S military to avoid a declaration of war.It is the successor of the Office of Strategic Services (OSS) formed during World War II to coordinate espionage activities against the Axis Powers for the branches of the United States Armed Forces. The National Security Act of 1947 established the CIA, affording it "no police or law enforcement functions, either at home or abroad".[10][11] Through interagency cooperation, the CIA has Cooperative Security Locations at its disposal. These locations are called "lily pads" by the Air Force.[12][13]The primary function of the CIA is to collect information about foreign governments, corporations, and individuals, and to advise public policymakers, but it does conduct emergency tactical operations, covert operations [14][15], and exerts foreign political influence through its tactical divisions, such as the elite Special Activities Division.[16][17] The CIA and its responsibilities changed markedly in 2004. Before December 2004, the CIA was the main intelligence organization of the US government; it was responsible for coordinating the activities of the US Intelligence Community (IC) as a whole. The Intelligence Reform and Terrorism Prevention Act of 2004 created the office of the Director of National Intelligence (DNI), which took over management and leadership of the IC

FDR, the Nazi's, Pearl Harbor, World War II, and all related issues. This was the backdrop to the "necessary creation" of a Secret Intelligence Unit for the U.S. Government. This is footing, and foundation "must read" for the serious Researcher-Investigator-Writer looking to understand the C.I.A., then Viet Nam, then the JFK Assassination, and everything that has flown since then. This will help answer some questions. But for me, it also helped raise many more. Good sources, good documentation and research. Responses both Pro, and Con with an Academic Approach are welcomed. Gore Vidal liked Hunt for the Diem cables in the former's 1973 The Art and Arts of Howard Hunt.I've seen Cabot Lodge as a major instigator of the Diem downfall and murder.I read James Bamford's Body of Secrets: Anatomy of the Ultra-Secret National Security Agency and found it necessary to cut it into four pieces for handling (800 pages).I see Hayden was moved from NSA to CIA as DCI between Goss and Panetta point man on the Long Beach COSCO deal. Just as Berger was point man for China at Hogan & Hartson. NSA now to build million-square-foot operation in Utah. Wim Dankbaar, Bob, Tom Jeffers, and Fellow JFK Forum Members:CLASSIFIED vs. TOP SECRET ?!?Classified - bearing the designation classified; available only to authorized persons.Top Secret - bearing the classification top-secret, the highest level of classified information; limited to persons authorized to use anything so classified.We hear and read about these terms every day without really paying much attention. For example, in the last few days an American with classified or top secret clearance was arrested in a sting operation, thinking he was selling top secret information to an Israelli Mossad Agent. The agent in question was actually an undercover U.S. Federal Agent.While discussing this with some friends, I revived a question that keeps popping into my head. Who determines what is classified, or top secret ? And who determines who receives this information ?Going one step further, I was advised by a few sources that there are 20 - 30 Top Secret Levels of information above the President of the United States of America. Presently, that of course is President Barack Obama.Further, I do recall a recording of an interview that I had seen over thirty (30) years ago with then newly elected President John F. Kennedy. When asked how he felt about becomming the President, he jokingly said that he wanted to find out all about Roswell, Area 51, and everything on the aliens.
