The CIA's Black Ops: Covert Action, Foreign Policy, and Democracy.

"Why did covert action become so prevalent after World War II ? Why did it become a substitute for a coherent foreign policy ?
Are the same motivations still present after the cold war ? What is the future of covert operations ?

does the United States create political and moral commitments that it fails to honor ?
