I think the closest one next to JFK that would gather such a large crowd would be FDR in the 20th century.

Certainly not the "President" in a bubble...Dumbya Bush. Bush only gave speeches or went to environments that were thoroughly cleaned and vetted with only his "followers" allowed at the event. Either that or going to military institutions. Poppy taught Dumbya well, as Poppy knew how to assassinate a President if "security" (see Emory Roberts, Roy Kellerman & Bill Greer) allowed him to go into harm's way.
