From what I can see it appears the CIA was acting illegally with the cooperation of local Louisiana police and other federal agencies to detain people who didn't want to continue to be involved, including a captain and some sailors on a ship being used to supply the operation. But every name is missing. Instead of the redacted black bar, the names are just replaced with spaces.
